Hiyas all,

This is my interpretation, please correct my errors:

Martial Study (p31)
A non-martial adept takes this feat.
The character must qualify for the prerequisites of the selected maneuver.
The character lacks any martial adept levels, so Initiator Level = 1/2 Character Level

Conclusion:
A 1st level non-martial adept has an Initiator Level of 1/2, which means that no maneuvers can be qualified for.
A 2nd level non-martial adept has an Initiator Level of 1, which qualifies for 1st level Maneuvers.

(Note: Under "Selecting Martial Maneuvers" (p39) the sentence "Your level in a martial adept class determines the highest-level maneuvers you can select" should probably be written as "You initiator level determines....")

If this has been errata'd/etc., I would love to know.

My reading agrees with your conclusions. The Martial Study feat first becomes available at 2nd level (via a Fighter bonus or Human Paragon bonus feat).

A generous DM might allow a PC to have Initiator Level 1 at 1st level; a strict one might not.

My favorite thing about the Initiator level = 1/2 level thing is the synergy with Rogue's Special Ability selection. A 9th level Rogue can take one Shadow Hand maneuver as a Feat, then take Assassin's Stance at 10th level, Shadow Blade at 12th level, and then Gloom Razor at 13th or 15th.
