BOEM - Etch Object Rune, Why 5th level?

Finally got BOEM, so I am behind the times. Perhaps this question has been addressed. I play a dwarven fighter/wizard, and was considering the Etch Object Rune feat. Basically, this feat allows one to "etch runes" onto objects, but is otherwise identical to Scribe Scroll, except the cost is slightly higher. In fact, I think it would make a nice alternative to Scribe Scroll. Better flavor for a dwarf, and the rune feat in FRCS is only for divine casters. Why does the feat require Spellcaster 5th level+? Is it that much better than Scribe Scroll?

Looks to me to be about the equivalent of Scribe Scroll, with the possible exception that no time would be required to retrieve an object on which a rune is etched if that item is readily available, such as armor or a weapon currently in use. Still, this does not make the feat that much more powerful than Scribe Scroll.

Of course, I could convince my group to house rule that my character can swap SS for Etch Object Rune, or that is only requires caster level 3d+, but I wanted to be sure of the reasoning behind the 5th level requirement.

Note: I asked this question on Monte's board, but have gotten little response, just not as much traffic there.

I imagine it is to differentiate it from Scribe Scroll and Brew Potion. I certainly don't se any problems with house ruling to make it as readily available as Scribe Scroll for the right characters.
