Bonus to hit for higher ground?

I'm pretty sure this was in 2E, but is there a rule in 3.x that states you get a +1 to hit when you are on higher ground? Such as, a mounted attack vs. someone standing on the ground? Or a melee attack from someone who is on a slope vs. someone who is lower? Or an attack from someone standing on a table in a bar vs. someone who is standing on the floor? Well, I think you get the gist...

If you do get a bonus to hit from attacking on higher ground, does this apply to both melee and ranged weapons?

Also, if one is kneeling and firing a Bow, do they get any pluses/minuses to hit?

The +1 to hit is still in 3.nE

I kinda doubt you can fire a longbow while kneeling

For higher ground, check table 8-5 in the 3.5 PH on page 151.

There is no restriction I could find against using a longbow while kneeling, so I assume you can with no penalty (just hold the bow more parallel to the ground). You cannot, however, use a bow while prone.

no reason you cannot fire a longbow kneeling...its pretty easy to do from that postion in real life ...
 

You get a +1 attack bonus for being on higher ground in melee.

You gain a +2 ac bonus against ranged attack and -2 ac penalty against melee while keeling.

There is no attack adjustment for keeling.
