Bonuses to "can be used as a basic attack" powers?

I was going off the Seeker at wills. I wrote the original post forgetting how WOTC and consistent wording doesn't really mix.

In D380 you can see the power "Stinging Swarm" worded as "You can use this as...", I know in PHB3 the at wills are worded the same.

Now let's see how sweet of a Seeker I can roll :D

For the Seeker class's powers it's extremely likely intended to work exactly like at-will attacks. It's one of their defining features and they even get a Paragon Path to further improve all of their powers that can be used as basic attacks.

Did I mention, I really like the Seeker? Imho, way cooler than an archer ranger.
