First off, Dragon 354 has a Sage Advice which targets Bo9S. It contradicts (thankfully) some earlier CustServ answers and is worth viewing.
Martial Study grants a maneuver. You must satisfy the maneuver's prerequisites. Some of the more powerful maneuvers require a number of existing maneuvers in that school. As a pure fighter taking Martial Study, you won't qualify for any of these. [Side Note: Stances count as maneuvers to satisfy this prereq.]
Secondly, each maneuver has a level. For example, White Raven Tactics is a level 3 maneuver. To obtain an manuever you must have a minimum Initiator Level. Here, the Manuever Level is like a spell level, where Initiator Level is somewhat similar to caster level. (That is, a level 11 wizard with the requisite intelligence is able to learn spells of levels 0-6, but not of levels 7-9)
Minimum Initiator Level = 2 x Manuever Level - 1
A character's Initiator Level =
The total levels of martial adept classes +
Half the total levels of other classes (rounded down)
So a first level fighter has an Initiator Level of 0 + (1/2) x 1 = 0
and cannot learn a maneuver using the Martial Study feat.
A 6th level fighter has an Initiator Level of 0 + (1/2) x 6 = 3
and so can learn Maneuvers of Level 2 or less since the Minimum Initiator Level for a Level 2 Manuever = 2 x 2 - 1 = 3
Finally, it would take a level 10 fighter to pick up a Level 3 Maneuver.
