Perhaps you should be more specific in terms of what you mean.
Under most of the rules systems I have looked at, the governments are modeled on such an abstract level that the differences between types are cosmetic. If you use Birthright, for example, you can use the same rules to handle an Oligarchy (see the Chimaeron), a Hanseatic League-style federation (see the history of Brechtur), traditional Monarchies (see Anuire), Barbaric Warlords (see the Vos), and so on. They all use the same mechanics; the effects on the population are flavor text, for the most part.
Likewise, while Fields of Blood does allow for some variations in government style, the effects are mostly limited to bonuses or penalties on resource production and troop maintenance.
Empire talks about the differences each character class brings to ruling, but it still presumes a monarch -- a magical, clerical, warrior, or roguish monarch, but a monarch nonetheless.
