Brainfart - translate Wis bonus into Cleric Spell bonus

I'm big time brainfarting here and not putting togther the pieces properly.

Here's my example:

Level 4 Cleric.
Wisdom: 16 (Ability Modifier of: 3)


Question: "How does that Wisdom translate into the Clerics 'extra spells' not including domain bonus spell per level?

My brain is cramping up continually thinking 2e AD&D style cleric spell bonus, and I'm not seeing a clear picture of how this works in 3e PHB.
