Brainstorming: The court of the blue dragon emir

Do you have Exemplars of Evil? There's a nice blue dragon villain in there with some desert-dwelling, scimitar-flashing half dragon offspring. Worth having a look.
I don't, but a player in the other fork of my campaign (the Freeport one) does, I think. I'll ask.

There are shape altering feats from Dragons of Eberron, too. Most of the time the emir looks human, or half-dragon. Tick him off though, and he goes all Jafar on you.

Well, going all the way back to 1Ed for inspiration...a shapechanging dragon could appear as almost anything or anyone, like the mobile court of Bahamut and his 7 gold dragon attendants disguised as an old sliver-haired man surrounded by 7 canaries.

Here, the BDE could appear as something equally non-threatening or non-intelligent creature in the tent, while his vizier runs the show as if either HE were the emir or the emir "is unavoidably detained with other business," all the while observing the PCs in secret.

Thanks for all the input, folks. The Story Hour chapter won't show up for a while (it'll likely be Chapter 16), but I'll try to stick my head in after the adventure and say which way I went.
