Bugbear + Executioner axe = [2d6] Brutal 2 .... thats 6-12 Damage.
Seems like it leans a bit towards broken if you ask me.

Anyone else have an opinion?

The MM says flat out that those races aren't intended for player characters and might be unbalanced in one direction or another.

Bugbears are one of those unbalanced races. I expect it, because that section of the book warns me about it.

Non-issue.

It is a terrible combo... For PCs. Only NPC bugbears can use an oversized weapon, just like only NPC kobolds have darkvision. PC kobolds were all shunned from their tribes for the deformity of having only normal vision.

Actually, the true problem with kobolds is "shifty". Mearls said it would have to be addressed when/if the kobolds got the PC treatment.

The Monster Manual racial descriptions were never intended to be the canonical mechanics for those races. As the MM itself states, those stats are for DMs to create NPCs. You can use them as PCs, but a DM allows them at his own peril.

Thus, you'll see things like giving monsters oversized weapons and not giving them to official PC races. As others have pointed out, oversized weapons in PC hands are simply too good. It makes those races strictly better with weapons. If a PC race somehow gets it, expect it to be errata'd as soon as I see it.

They should add a note or something in the builder. I wasn't aware of the requirement that MM races shouldn't be allowed as PC races (especially when they are right in the builder as an option). If they were never intended for that I wonder why WoTC put them in as well as having the option to add large weapons. Not sure why there's the OMG it's broken.

The CB has the ideal option of noting whether a build is legal or house ruled. Clearly, once a MM race has been chosen it should note your build is not legal anymore. That would solve all confusion.
