I was just putting together a spell list for our party's druid. I already had the spells from the PHB and CD and was just adding the spells from Complete Arcane when I came across Chameleon. It looks like it does the exact same thing as Camouflage does from Complete Divine. The only difference is that it is level 2 rather than level 1.
I think it is stupid to have two spells that do the exact same thing so I plan on eliminating one of them (unless someone else can point out a difference I missed), but what spell should I keep? Is it too strong for a 1st level spell? Too weak for a 2nd level spell? Help. For those that don't have the spells in front of you, they both grant a +10 bonus to hide by altering the color of your skin and clothing.
Chameleon also adds that you can only move at half speed (which you are already restricted to without taking a penalty to hide). Moving between drastically different backgrounds (trees to dungeon for example) also makes you lose the bonus for one round. It is odd that the higher level spell adds extra restrictions that the lower level spell doesn't have. One other difference that I see is that Chameleon isn't available to rangers while Camouflage is.
As a note... I know that several spells from complete Divine were overpowered, but I think the Errata did a good job of fixing them. There is no mention of Camouflage in the errata and there is no errata from Complete Arcane yet.
Edit: I think I just found the differences that make chameleon worth a 2nd level slot. Chameleon is 1 hr/lvl while camouflage is 10min/lvl and it can be cast on others while camouflage is personal. I'd like to withdraw the question.
