Campaign Mapping Software?

Is there any recommended software to use for mapping a campaign setting? I'm looking for something easy to use, and affordable on a very strict budget. (Free preferably.)

At the very minimum I need something to help me put together a realistic-looking landmass. If need be I can use Photoshop to put in roads, towns, forests, and so on.

There are a lot of tutorials in the forums there for using Photoshop to make maps, including landmasses.
