Can a Bard cast a Spell while Singing?

The Forgotten Realms Waterdeep supplement contains a nice new enchantment.

It makes a melee weapon sing after a round of bardic music. While it sings for a couple of rounds, the bard can take other actions, then pick the song up again without spending another music use.

There is a prestige (I believe it was in Complete Arcane) that allows to cast while singing.

War Chanters also get the 'Combine Song' class ability that lets them use two bardic music or war chant abilities simultaneously.
