Can a halfling war pony rider use a heavy lance?

Can a war pony and Halfling rider use a Heavy Lance? i recall that in 2nd Ed only heavy war horses could use heavy lances.

would it be sensible to limit such a a character (warpony and halfling) to a light lance?

Strictly by the letter of the rules, a halfling could use a heavy lance two-handed (it's a Medium size weapon).

Since the description does include the line "Light lances are primarily for Small riders", it could certainly be a sensible DM's call to restrict heavy lances from halflings.
