Phantom steed, note that it does not say phantom team. It will carry a rider not two riders. It is not a pack animal.
The spell's descriptions says that:
1. The steed has the statistics for a riding horse
2. Only the person the steed was summoned for can ride it
That leaves room for interpretation whether the steed can only be used to ride it or it behaves just like a normal riding horse for anything other than riding it.
I couldn't really find a clear reply on this on the internet and I'm having a hard time to decide, so wanted to get some input.
Would you allow one or more Phantom Steeds to pull a wagon?

DM: The Werewolf out and claws. Roll a Saving Throw to avoid Lyncanthropy.
Player: No.
DM: ...
Player: What?
DM: Why not?
Player: I'm immune. I'm on a Phantom Steed.
DM: What the Function? Give me the PHB.... (reading) It doesn't make you immune to Lyncanthropy.
Player: Sure it does. Lycanthropy, as everyone knows, is a magical infectious disease. It is made up of a living thing - either a virus or a bacteria... I don't know which, but I know it is something living and I'm the only living thing that can be on my Phantom Steed. So. I can't be infected.
DM: Your familiar falls off your shoulder, dead.
I would say that a phantom steed could pull only a phantom wagon. The reason that only the person the steed was summoned for can ride it is that, except for that person, the steed isn't real or actually present.
This interpretation can lead to some hilarious situations. Suppose someone on a phantom steed was being chased by other riders. One of the pursuers leaps from their horse onto the phantom steed behind the rider.......and falls straight to the ground.![]()
Which is why a wagon cannot ride a phantom steed.
It however can pull a wagon, it uses the horse stats, aside from appearance, which can look like anything, it uses and function as a horse, with the exception of speed and if it gets hit (which makes it disappear).
