Can a Slowed Creature Shift?

Hey, y'all. This didn't come up often before, but we have very few slow powers. In the book, it just says the movement drops to 2, but can a slowed creature shift? We all assumed they couldn't--they're moving in slowmo after all and can't make the quick movements--but upon looking in the book, it says no such thing. Was this clarified or errata-ed in another volume or somewhat?

Yes the creature can shift. Slowed = your maximum speed is 2. (this answer is right)

If you had a power that says you can shift 6, you can only shift 2. (this answer is wrong)

The only thing slowed does not affect is forced movement. (This answer is right)

Your speed becomes 2. This speed applies to all your movement modes, but it does not apply to teleportation or to a pull, a push, or a slide. You can’t increase your speed above 2, and your speed doesn’t increase if it was lower than 2. If you’re slowed while moving, stop moving if you have already moved 2 or more squares.

It seems pretty straight forward to me.

Your speed becomes 2 in all movement modes other than teleport. So you can do the usual move action to shift 1 square, but if you have a power that states you shift 6 squares you can only shift 2 (your speed).

However all push, pull and slide effects you are subject to will be for their usual distances.

Basic answer:
If you yourself are moving (not teleport) it’s a maximum of 2 squares.
If someone is moving you (push, pull, slide) then it is distance as usual.

It's important to note that your "movement" doesn't drop to 2, your speed does. That's the limit to the number of squares you can move in a turn. That being said, if you can shift one square, you can take that move action because it's less than 2 squares.

The Slowed condition also states that you can choose to run (or use any power or action that lets you move further than your speed)...so, by RAW, a power that grants shift 6, is still completely legal and viable, allowing a 6 square shift.

Ahh right, per the errata I think you are right if it's a power that lets you shift.

The errata document said:
You cannot benefit from bonuses to speed, although you can use powers and can take actions, such as the run action, that allow you to move farther than your speed.

So I am changing my answer to Kevin's question, yes you can if it's a power. :)

I don't have the books in front of me, but I'm pretty sure that the run action lets you move your speed plus two squares. So, running while slowed would let you move four squares since your speed is two.

Also, a power like Tumble which, post-errata, lets you shift your full speed will only let you shift two squares while slowed since your speed is two.

Now, if you had a power that specifically said, "Shift six squares," that would be unaffected by slowed. For instance, a Pursuing Avenger with a Dex modifier of +3 who used Angelic Alacrity (before the attack, shift a number of squares equal to 1 plus your Dex modifier) would still be allowed to shift the full four squares since the power doesn't refer to your speed anywhere.

At least, this is how I interpret the slowed rules.

This. You may move more than your speed by using a power that says so. There's a clarifying errata that explicitly says this too, by the way:

You cannot benefit from bonuses to speed,
although you can use powers and take actions, such
as the run action, that allow you to move farther
than your speed.​

That is exactly how I see it too. I was wondering what power lets you shift 6 squares, but there must be some. Usually I see references to shifting half your speed or your speed.

I was saying my rogue character has some powers that let him move 1 plus his dex modifier (4), so he could shift 5 squares even when slowed ("From the Shadows" level 7 encounter power)

I hadn't realized before that this would work.
