Can a sorcerer use a higher level slot to cast a lower level spell?

I cna't find it in the book, can a sorcerer use 2nd level slot to cast a 1st level spell? If so the spell is considered in all ways a 1st level spell (save DC, dispell magic etc)?

Or would the sorcerer need heighten spell which allows the same thing but the spell is also considered a spell of that level?

Yeah, every caster can do that. You can just burn a higher level slot, there is no difference for the spell being cast, only that you used up a bit more in terms of resources to actually cast it.

A spellcaster always has the option to fill a higher-level spell slot with a lower-level spell. A spellcaster who lacks a high enough ability score to cast spells that would otherwise be his or her due still gets the slots but must fill them with spells of lower level.
