Can a supernatural ability be used while grappled?

For example, could a wizard with the Stormbolt reserve feat use the feat to blast someone while grappled?

Using supernatural abilities isn't listed as an option during a grapple, however the Sage suggests: "The grapple rules provide a list of actions available to a grappling character, but it’s obviously not an exhaustive list."

So is this DM call, or is there actually a rule covering this?

I think there's sufficient evidence to "prove" that you can use Su abilities while grappled. From the section on dragons, for example, "A dragon can always use its breath weapon while grappling, as well as its spells and spell-like or supernatural abilities, provided it succeeds on Concentration checks."

I agree, except for the last part about requiring Concentration checks for using supernatural abilities. Under the Supernatural Ability description in the SRD, it states

However, supernatural abilities do not provoke attacks of opportunity and never require Concentration checks.

So, I say use it (which I did in our game) and it doesn't require a concentration check.
