Can an archmage select Spell Power more than once?

I have a player who is playing a 15th level wizard/2nd level archmage. He has previously selected Mastery of Elements and Spell Power as his High Arcana. Now he is about to pass level and wants to know if he can select his next archmage High Arcana to be Spell Power again in order to gain an additional +1 to his caster level for a total of +2 on his caster level. Can he do that per the rules? If so, is that unbalanced? He has suggested that if I think choosing Spell Power twice is unbalanced he could give up a 7th level spell slot instead of a fifth level spell slot as he had to for the first Spell Power ability he selected.

I don't see anything in the rules that say he can't take that particular High Arcana ability twice. And I really don't think it is unbalanced, either. As the DM, though, you are really the only one that can answer that for your campaign.

I admitt the old 3.0 archmage might have been a bit imba... but he had 3 "different" spell power... +3, +2 and +1 .. and you could ad them all together..

I do not think it is unreasonable for a 3.5 Archmage to pick Spellpower more than once... for a total.. of like... +3 or something...

Things don't stack unless stated otherwise, I believe.
Bonuses don't stack unless stated otherwise. Spell Power doesn't grant a bonus. It's an actual increase.

Though, if you tried to argue that it did, it'd still be an unnamed bonus, which always stacks.

Also, I think this is how some of those 9th level spells that say "d6/level, to a maximum of 25d6" are supposed to actually get to 25d6 with non-epic characters.

One of the ways; there's also the Hierophant Ability and Orange Prism Ioun Stone; as well as the Candle of Invocation and the Bead of Karma for Clerics.
