Since other effects provide inherent bonuses of greater than +5, I would rule that the entry for the wish spell only applies to inherent bonuses granted through that spell-- and that a +5 inherent bonus is a benchmark for establishing how powerful 9th level spells are.
Any other effect that would grant more than a +5 inherent bonus would have to be sufficiently more powerful than a 9th level spell, and would likely also require a material component worth considerably more than five 25,000 gp diamonds.
It's interesting to note that you can't enhance ability scores with miracle; clerics are typically better at buffing than wizards.
