I think he means that there is nothing that says Joe the Druid can't be the only druid (in the PC sense) in the world. There might be other people who call themselves "druids", but they can't wildshape or cast storm of vengeance. Ditto, there might be a lot of priests, but Jane the Cleric might be the only one who can cast mass heal or get regular divine intervention.

Yup. In older editions the game was built around PC classes being part of the world, with NPCs being statted the same as NPCs, but 4e & 5e go more for the 'PC as special snowflake' approach; the NPC Druid & Priest at the back of the Monster Manual lack most PC-class abilities of a PC Druid & Cleric.

Certainly IMCs I don't want every 2 hit dice nature priest being able to turn into a bear.
