That is where i disagree: the magical properties of any given specific magic item are as integral if not more so to it's functionality than it's material in my opinion.
The problem as i see it is that a specific magic item (say, the absorbing shield) isn't the same as a +1 shield, it is much more valuable and useful. So getting to enchant it like it is a plain old +1 shield is getting a rather ridiculous bargain. (this problem gets worse the more properties the specific armor or weapon has that aren't accounted for in the item creation rules)
