Can I move 0?

Maybe to twist a rule in to something it was never meant to do? I am not trying to be rude, but move 0 makes no sense (to me).

Please explain why else someone would ask such a question.

I'm a rogue. I Move 6 to a large, obscuring bush that gives me total concealment. The bush is one square wide and I am inside it. I roll a 12 on my stealth, luckily enough that beats the two Kobold minions who are standing outside guarding the gate. Suddenly a larger, stronger Kobold emerges from the gate and I'm sure he's going to see me. I take a Move 0 to reposition myself inside the bush and roll again for stealth, this time getting over 20. I remain stealthed.

If I cannot Move 0, I am permanently stuck with a 12 on my stealth check and I'm seen by the new Kobold.

Speaking as a DM who like to use common sense, I'd argue that you can "crouch" or "hunker down" as a move action while not changing positions. It wouldn't surprise me is they add something like this in the update.

I understand your point, I agrree that a house rule to crouch (for a move action) might be acceptable. I still do not believe you can move zero.

But how about due to you making your sealth roll (vs perc), could you consider your self "well hidden"? PHB pg 187. If so, now you have a DC 25 check for the recently arrived super Kobold.
 

You know, I was going to take your advise here and check DDI, but when I visted the site, to my utter amazement, the DDI site, indeed all of Wizards.com, is down! That never happens! I can't wait to pay $10/month for this obviously great site!!

*the previous statement is sarcastic and not meant as a jab at Fkewl, but at WotC and their inability to keep their website running for more than 10 hours at a time.
P.S. I was really looking forward to the game table, character creater, and all the other digital goodies being made for 4e until I found out that the cost is $10/month and that WotC can't even figure out how to keep their (non interactive) website up and running.
The future of D&D WOULD be the internet if WotC had any idea what this new fangled "internets" thing is.

Well I don't really have an opinion on weither DDI is going to be worth 10$ a month (I'll probably decide not to pay it myself). But I can say that if you never subscribe to an online service that sometimes goes down, then you will never subscribe to any online service.

I have less of a problem with you spending a move action to reposition yourself, and more of a problem with your rogue somehow knowing that he rolled a 12 and that he would need higher then that to beat the perception of the approaching kobold.

I think I have it. You can drop prone as a minor then use a move action to stand. that would let you move but stay in the same square.
 

If someone can think of a situation where someone's move 0 allows them to access a power that doesn't make sense, or that is abusive, I'd probably disallow it. The way I think about it, though, your move action represents your taking a certain amount of time and energy/attention during your turn to accomplish a task. You can always spend that time/energy/attention to accomplish less than your full capability.

I can imagine an unbalancing situation, though. If there were a power that triggered when you moved and allowed you to slide a grabbed opponent 2 squares from your destination square, that would imply using the momentum of the move to throw the opponent. In such a situation, a move 0 would be weird.

Absent such a power, I'm not sure I can imagine the difficulty.
