Can non-divine characters wear a holy symbol?

Eh, nothing there really breaks a class. There's broken builds that love those powers, absolutely so. But it's a combination of feats/items/class features/paragon & epic abilities that usually breaks them.

Twin strike and hand of radiance would be pretty fine without lots of static damage boosts. Astral seal is only an issue (from a power standpoint, I find it annoying regardless) when you layer on half a dozen +healing boosts.

Throw and Stab is very new and pretty breakable when you can combine it with other things ad-hoc, I can see this getting errata to just grant a defined move + attack.

Righteous brand is an outlier, and maybe the one power on the list that's legitimately broken, but Str clerics don't have too much else going for them as far as powers (and it's a lot worse with the domain feat).

White lotus feats let you invest nearly every feat into one power, which of course can cause issues. The same thing goes for admixture.

The main thing is with VM you can pile an extra class or paragon path in addition to all the feats/items, which is pretty game breaking. Without it you need to be a member of class X or paragon multiclass. Only one of the powers you listed uses Con or Cha (and it's pretty pointless, since it's +1 healing on Astral Seal), which shows just how powerful the feat is. This single feat also is flat out better than the primary human racial ability, which I have some issues with...

Riiiight, its the half elf+other stuff that is broken. Half Elf Avenger+Dilettente Twin Strike+Versatile Master+Daggers+Daggermaster=Broken to hell Daggervenger. The half elf and maybe the daggers are the least broken things in that equation. The others are borderline.

I see no reason why anyone wouldn't wear a holy sybol, but using a Magic Holy Symbol is a different thing entirely. I'd require at least a MC into a class that uses them. After that, no problem, really. As with the half elf example, it is not the Holy Symbol alone that is a problem, it is when you start to stack it with other things. . .

The nerf to Hero of Faith was good and stopped this, otherwise the Half elf rogue could m/c Avenger and take feats to get it onto about 3 targets per encounter.

Brutal Scoundrel with 2 attacks and 4 d20 rolls therefore had a 48% chance to crit, combined with Blood Iron daggers and other crit stuff, a bit too much on the nose.

So I think they are on the right track.
