Can Prestige classes incur multi-class XP penalties?

That is in reference to things like splatbooks. So, anything in the FRCS that isn't contradicted by a 3.5 resource is still a valid under 3.5 rules. That wouldn't apply to something like PrCs thave have been redone under the rules. Yes, they didn't mean to change the rule. It doesn't mean that they didn't accidently change it.

Yep yep. In d20 there is no xp penalty, but in D&D there is. The difference is subtle.

So your saying that a publisher couldn't give an xp penalty on PrC if they wanted to cause its not part of the SRD?

Seems to me that they can’t cause it’s a simple oversight...
