Can the "shadow blink" maneuver be dimension locked?

Just wondering, is the ToB shadow blink maneuver subject to the wizard "dimension lock" spell? The spell description states that it blocks all "spell-like" or "psionic" abilities that allow for transport via "extra dimensional" travel. This maneuver doesn't really fit into either category as explained in ToB and the maneuver description. Maneuvers are unrelated to magic in the conventional D&D sense, and the maneuver description never states that the iniator is travelling via another plane. So would it be reasonable to say that it cannot be affected by "dimension lock?"

The ability has the [Teleportation] descriptor, which is enough for me to rule that it would be affected by Dimension Lock.

Agree. It's similar to the example effects, and it is extra-dimensional movement.
