Can't remember what book...

I seem to remember reading something in a supplement about wizard's towers. Specifically creation of a tower that added to the power of the owner by sucking the life out of the town inhabitants. I remember that there were different levels of power/what happened to the people, but that's it.

My mind must be failing, or am I just remembering something that doesn't exist. FFG's 'Path of Magic' does have rules for the creation of towers, but it's not the article I seem to remember.

I believe what you are referring to is from a homebrew of one of the other members of enworld. Although it is not mine this link to the urbis campaign website describes a tower quite like what your referring to. Link

I can't remember which member made this but if he or she wants me to take down the link just post here and if I see the post I will.
