Carrying an ally

Silly situation, how would you adjucate it:

a halfling (restricted to 20' moves) and a medium barbarian (40' move) are allies. Enemies are 40' away. The barbarian acts first, then the halfling.

The barbarian wants to pick up (let's assume the additional weight doesn't slow down the barbarian) the halfling and carry him to the enemies. Would that be possible?

1) MEA for the barbarian to pick up the halfling.
2) "Partial charge" for the barbarian. Attack.
3) Free action to drop the halfling.
4) Halfling may take Full round action

Yes?

(I'm not saying this is a good tactic. I just want to know if it works)

No partial charge anymore. Halfling might be prone after being dropped.

We had a halforc barbarian (Feats: Spring, Dash) once in a group with a limp kobold sorcerer as well as a limp gnome illusionist on his back... and in emergency cases he picked up the reduced human cleric and ran faster than any horse :D

Only if you're restricted to just one action that turn. In which case it is your full round.

When you charge, you charge!

Not like in the example given above. You can charge as a standard action during a surprise round or when you are the victim of a slow spell, for example. You only move your speed and make one attack instead of twice your speed and an attack. You cannot normally charge as a standard action.
