Caster Level and Prereqs

If a character has an effect that permanently increases caster level, would that increased caster level satisfy any caster level prereqs for other feats? One of the players has a multiclass spellcaster with Practiced Spellcaster from Complete Divine. With his effective +4 caster level (bumping him from Wizard 4 to 8 in caster level only), would he qualify for feats that had "caster level 8th" as a prereq, even though he was only Wizard 4?
