Feat is in the Planar Handbook.
It allows the feat-taker to add a celestial creature to his summon monster list at each level.

I thought that the summon lists were NOT set in stone, that is, creatures could be added and removed at DMs discretion so as to provide a wealth of summoning opportunity goodness.

By RAW and/or IYC, is this feat useless, or is it the only way to expand your summoning list?

There was a time when the summoning lists were more or less set in stone. The Planar Handbook derives from that age. The splat book was once upon that time the door-opener to an adamant DM's heart. :D

In rereading the feat, and it's counterpart - fiendish summoning specialist, it looks like the difference is that this allows the caster to ADD another creature to their summoning list, where previously any addition had to be offset by the removal of an existing creature. It looks like the number of creatures offered vary between 11-18 creatures.

So it appears to say that players/DMs can exchange creatures from the list as they are able, and taking the feat expands that list, one per taken feat.

I guess I still don't see a need for this feat...if you are able to rebuild the list, do you really need to be able to expand upon it?
 

In campaigns I've ran, I've never allowed anyone to change the summoning lists. This isn't out of spite, but mostly because no one ever expressed an interest in doing it... and It's hard to find suitably balanced creatures. Hit dice aren't a very good standard, and even CRs can be a little iffy... as players search for creatures with specific, very hard to avoid, strengths.

In the campaign I'm in now, I'm playing an alienist wizard who summons quite often- and the DM has allowed me to use the elite array to 'build' my most often summoned creatures... Couple that with augment summoning, and these little guys are already really pretty fearsome... adding to the list seems sort of un-neccesary in my mind.

The exception being placing another aquatic creature, or flying creature on as circumstances call for them I suppose... but I do agree, it does seem like a bad choice for a feat... unless you have one heck of a strict DM, and really really desire some special kind of creature.
