It sounds a bit dangerous, but as I sit here thinking about it, the only people with a large number of skill points to sink into it are skill based characters to begin with, and of course the genius level human wizard.
The one thing I wouldn't touch is the skill level limits. Cross class skills should still be lower until they have paid the full point cost.
Although for fighter guard types, I would normally suggest giving them the alertness feat and maxing out their spot and listen skills to begin with. This gives Joe Average guard 4 effective ranks. A descent chance of spotting or hearing the dangerous young thief, but the master thief can dance past the would-be guard.
But as always, the best guards are fighter/rogues and rangers.
