I would like to second the panel idea put forth by Umbran
The you can reasonably open it up for a community vote. I would go with a final group of 20-30 to be publicly voted to 10.
As far as process goes I would like to recommend following the WoTC model.
Round 1: one page submission with the addition of 1 submission per contestant.
Round 2: 15 pager following a set template. Publicly voted to 3
Round 3: 100 pager. Winner selected by the community.
I would think doing this completely blind would be damn near impossible since many of us publicly advertise or discuss our campaigns. Granted not everyon ewill e submitting their current campaign world but many will.
For the first round, you might want to do as you did for the ENnies - have the boards elect a panel of judges. After they've narrowed it down to 10 or 15 proposals, you can then let the full membership vote
