Circlet of Persuasion and Turning

So the circlet (4,500gp value) provides a +3 Competence bonus on "Charisma-based checks". Does that help a cleric's turning ability in any way?

The to get the "complete" +3 bonus on "all things charisma related" you'd need the +6 Cloak of Charisma (36,000gp).

Assuming that the circlet is of limited use for turning, can I (more accurately, can any of you) extrapolate from the circlet the value of an item that does affect turning attempts (essentially increasing the cleric's charisma modifier wrt turning) - but doesn't affect other charisma-derived stuff (sorcerer/bard spells, paladin abilities, skill checks, etc)?

Turning is a check that is based on Charisma, so yes, the circlet's power applies.

If you're playing 3.5, there is the phylactery of undead turning that only helps turning attemps. It gives you a +4 level bonus on your turning attempts and costs 11,000gp

I somehow missed the Phylactery in my (re)reading of the 3.5 DMG/SRD. This is a largely similar effect to the one I was looking for (exchanging the extra turning attempts per day that increased charisma would cause for the ability to effect higher HD creatures)

Would this item effect the elemental and Plant Domain "turning" abilities?

Considering that it is called a Phylactery of Undead Turning and helps any "character able to turn undead", I would say 'No'.
