City and Nation creation rules?

What products out there have rules for the creation of detailed city and nations? I know, for instance, that Affinity Games will be coming out with:

1) Numerous in-game tools for enhancing any city campaign

2) Loads of templates for stocking your own buildings with businesses, residences, temples, guilds and more

3) A scalable commerce system as an extension to the d20 rules

4) The little things that make a city complete . . . from the sights, sounds and smells of the various parts of the city all the way to discussions on local customs, clothing, dance, music, defense, crime and punishment . . . the list goes on and on!

Are there any other examples? Since this won't come out until May, I'd like something sooner.....

Some of those will be answered by Bluffside: City on the Edge, others ,ay be incorporated later in the big picture, and Bluffside is due out late Feb/early march depending on the chain of deleivery .
