City State o/t Invincible Overlord vs Lost City of Barakus

I've been doing lots of searching trying to figure out what I want to run for my group next and I think I've narrowed it down to these two. What I'm looking for is a small setting that

1. I can easily drop anything into.
2. Has a large city as a base, where even most of the adventures could take place.
3. Has lots to explore outside of said city.
4. Is easily manageable by the DM.
5. Is not completely generic kitchen sink fantasy.

So what do you all think about these two? I know they are both getting redone as we speak and I plan on picking one (if not both) up. FWIW I will be using 5e.

I know I will likely have to use the Wilderlands setting with CSotIO, which makes it that much more layered and difficult to use, but I hear so many good things about both of those products that it may be ok.

I like Barakus (ran it for nearly 2 years), but it is Pure Generic Medieval Fantasy, 100%. If you want a bit of gonzo you want CSIO.
