clarification on a few rules for new 4.0 players

Well sorry if these are dumb questions. After much reading in the 4.0 books i cannot come up with what the rule is on these. Any help is appreciated.

1.) do casting attacks / spells go off a range attack? For instance we ran into some goblins that gave us a -2 to our range attacks due to there higher ground advantage they had. Obviously bows took the -2, do spells from any class take the -2 also?

2.) Flanking. Do both flanking allies get +2 to attack or only the one that is behind. For instance our rogue got behind in a flanking position. The enemy completely ignored the rogue and focused on the ally in front of him. Our dm ruled that the ally in front did not get the +2 to attack, only the rogue behind him.

3.) If anyone can charge for +8 speed when attempting a charge attack, what benefit is the half orc racial swift charge?

There's no facing. Both flanking characters recieve the +2.

3.) If anyone can charge for +8 speed when attempting a charge attack, what benefit is the half orc racial swift charge?
They'd charge at +10 speed. :p
 

lol thanks.....question 3 i must of missed the +2 to swift charge. I thought i read somewhere the swift charge allowed you to go 8 squares. My bad thanks for the answers though.

Depends on the power. All powers have a classification of Melee, Ranged, Area, Close, or Personal.

If the spell is an Area or Close spell, it doesn't get the penalty (even though Area spells have a range).

If the spell is a Ranged spell, it get's the penalty.

2.) Flanking. Do both flanking allies get +2 to attack or only the one that is behind. For instance our rogue got behind in a flanking position. The enemy completely ignored the rogue and focused on the ally in front of him. Our dm ruled that the ally in front did not get the +2 to attack, only the rogue behind him.

Both get the +2 attack. Technically, there is no "front" or "back" - it's assumed that the monster is turning and maneuvering during the round, so that you aren't presenting your back to any one opponent the whole time. No "ignoring" opponents either.
