Clarification on Healing Surges that aren't Second Wind

When a character uses a power like the paladin's judgment power that allows another character to use a healing surge, is that a free action, a minor action, or a standard action (as if it had been second wind)?

The actual spending of a healing surge is not an action at all. It is simply part of the effect.

Yes, so when the Paladin uses Paladin's Judgment, the Paladin spends a standard action to perform that power, but the ally spends a healing surge and gets back a bunch of hit points without using an action at all.
