Eh... not really. Two of it's benefits are chase related (the bonus feat and the chase feat bonus) and a third is a bonus during Manhunt conflicts. A forth is a two for one skill benefit with purchased Search ranks giving you ranks in Survival.

RA's could work as Enforcers (with allegiance to the school or resident life).

Also, a note, for a competing equestrian eventer, use Racer, but change the skill benefit from Drive to Survival.
