We’ve licensed the rights to publish a d20 System edition of the Nocturnum campaign for Call of Cthulhu.

Since FFG printed the Nocturnum CoC, it was probably easy to retain the rights to update it to d20.

I just read what the was printed on the Chaosium webpage. They state that they retain full rights to d20 cthulhu material besides the core rulebook which is wotc.

I hope Chaosium keeps a tight reign over Cthulhu. I don't think Chaosium has anything to gain as far as content goes from letting anyone produce Cthulhu material.

Then either you haven't read any of Pagan Publishings material or you and most people who have read said books, like Delta Green, or the Golden Dawn, etc... have very different taste.
