Oh also they did climate templates in a dragon magazine they might have had arctic creaures.

Well there is the Cold elemental template in the Manual of the Planes, as Ferret so kindly pointed out. And if you go to Homebrews, and Knightfall's template thread, there is a download that includes my Half-Paraelemental template, which includes the ice half-paraelemental.
