Of course, even here, most people don't hang out on the street in the heat of the afternoon. Rather, everything shuts down and there is a sort of siesta time between 1:00 and 4:00 in the afternoon.

Thank you for the perspective. I was aware that humans could survive in fairly high temperatures because of friends' experiences in Iraq and North Africa, but it's nice t have it confirmed from a first-hand source (not a second-hand source like me).

I'll probably leave it at 130 for now. The Dragonborn do not shut down for a siesta though; 130 is fine for them. I'm taking a page from the 4E designers books though; I don't want Drak'Thul to be 100% off-limits to non-dragonborn PC's, just very uncomfortable. Once we have environmental rules I'll tweak it to make clear that any non-dragonborn out during the hot hours will have to make Con checks or face heat exaustion, and that fighting or other heavy exertion is right out.

I want to re-state however that what I'm hoping for is a paragraph or two on factions, inns, or other places within the city for DM's to populate his campaign. Also, I want to also re-state that this discussion is helpful because it will help any DM intelligently consider the issues for his own campaign.
