I am fairly sure it is the PC using the item creation feat in question, which in this case, is the wizard. You can't opt to have another PC voluntarily pay the xp, even if he would end up being the final recipient of said item.:)
 

Agree with Runestar.

I allow others to pay the xp for an item to help spread the burden across the party when people want items made, with the simple request of "don't abuse this." ---like, trying to take NPCs captive or mentally dominate them to use as an XP farm for item creation, for example.
 

DMG pg 215

If two or more characters cooperate to create in the creation of an item, they must agree among themselves who will be considered the creator for the purpose of determinations where the creator's level must be known. (It's generally sensible, although not mandatory, for the higest-level character involved to be considered the creator). The character designated as the creator pays the XP required to make the item.

It seems logical that the "creator" is the one who gives an item its "type" also. Like scrolls.

I do not think the RAW specifies that the "creator" has to have the appropriate feat, but it also seems "logical" to me.

So in this example the resultant scroll would either be an arcane cure light wounds scroll (usable by neither party, but if you found a bard. . .) or a divine CLW scroll - but the "creator" would be spending the XP.
