I’m a little confused about fighting opponents underwater. In an adventure I have planned, my PCs will fight in the sewers. The sewers have a ledge 5 feet above the water which is five feet deep. It looks something like this:

where L is a ledge and W is deep water. They’re going to be fighting were-rats (I thought for some reason that dire rats had a swim speed, but I guess they don’t. Anyway if the were rats attack the PCs from the water squares, they have cover (or improved cover if in dire rat form. If the PCs jump in the water, then they both have cover from each other (or dire rats get improved cover). Does that extend to piercing weapons? What if the were-rats in hybrid form decide to completely submerge themselves and shoot their crossbows from under water? That’s a -2 penalty for having to travel through water, but is there anything else? If the PCs jump in the water, and my were-rats assume dire-rat form, and bite them do the rats take the -10 penalty because the PCs aren’t submerged? What’s the best tactics for the were-rats to use?
