An important thing to remember- if you allow somebody to try a roll for something, you are allowing them at least a 5% chance of success. IMHO, if the chance of success is below 5%, you shouldn't even allow them to roll.
And there are plenty of martial maneuvers, real and fantastic, that anybody other than a trained combatant would have a near 0% success chance. If you allow people to roll for these, you should also allow people to cast Power Word Kill at will on a natural 20.
