Nah. It's not a complete x, not in name, not in spirit: Complete books present new options for most characters, tied to a theme (swordery, divine matters, psionics). The Tome of Battle is about a new type of character - the martial adept. It focusses on those new character types and not on existing ones (though there is stuff for them in there, too).

KaeYoss is right. Tome of Battle isn't a complete book any more than Tome of Magic is a complete book. Yes both have the same themes but the complete books offer more indepth look at traditional classes along with their new base classes. Tome of Magic and Tome of Battle cover the ideas of altering aspects of magic and battle/combat in another fashion.
