Complete Mercenary sounds about right. Complete Villain being the far end of that spectrum from Complete Champion.

B9S is a new system that can be added to the core rules. It is no more Complete Warrior 2 than Tome of Magic was Complete Arcane 2.

Yes, some retread material from the Book of Vile Deeds, but that one seems to focus on the occult and the extra planar sources of bad guys and evil doers.
A more class focussed, worldy approach would do nicely.
