Complicated components still take only 1 standard action?

Another way of interpreting some of these material components is having them become part of the magic taking form.

For example:
Protection from Evil says you trace a 3 ft. circle of powdered silver around the recipient.

A description of casting this spell could be something like this:
As you intone the spell, the silver powder flows out from your palm and encircles the recipient in a glimmering shield of protection.

Second Example:
Consecrate says you have to sprinkle holy water around in a 20 ft. radius.

A description of casting the spell:
Intoning the holy words, you cast the vial of holy water up into the air and it shatters with a momentary radiance sprinkling the blessed liquid outwards, consecrating the area.

These ways of describing the spellcasting keeps with the rules without having to nit-pick over things, and adds some interesting flavor to the casting. Consecrate remains a standard action to cast, requires the same material component and doesn't add extra baggage that your players may not be aware of from the written description of the spell.
