Con modifier damage and enhancement bonus

For lodestone lure, the power deals only con modifier damage. I know there are powers like this for other classes (Duelist's Flurry does dex). I feel like I found an answer to this in the past, but now I don't know where.

So if my 18 con level 3 battlemind is using lodestone lure with a +1 bastard sword, does she deal just con damage (4) or does she deal con + enhancement bonus (5)? Is enhancement bonus applied when the power deals flat damage or only when it deals rolled damage?

Always apply the enhancement bonus.

Do so even if you don't get any stat bonus. For instance, there are fighter and ranger at-will powers that let you attack but only do base wepaon damage. Twin Strike is the ranger example; I think Careful Strike is the fighter power. You still get to apply your magic weapon enhancement bonus. So a ranger with a +2 longbow gets to add +2 damage to each shot, dealing 1d10+2 damage per shot.

Do so even if you deal damage but don't roll for it. For instance, add your wand's enhancement bonus to your errata'd Magic Missile power.

The only time you wouldn't apply the enhancement bonus is if you aren't dealing damage at all. (You don't get to deal bonus damage with the Command power, even if your cleric has a +3 holy symobol.)

Enhamncement bonuses apply to damage rolls. That means that if you are rolling dice for damage, you get to apply it. If you are not rolling dice, you do not get to apply it. In the case of Magic Missile, you have a little blurb stating that you add the enhancement bonus to that power only. This is an exception to the rule. It is not the rule.

In the case of Lodestone Lure, it, as far as I remember, does not tell you to add the enhancement bonus, so you do not, because it only does a static amount of damage. For Twin Strike you do, because you're rolling for the damage.

Note that by the rules (and clearly by the intent of most powers, though there are cases one can argue with), you get enhancement bonuses (and any other bonuses to all damage rolls) to -all- damage rolls due to a power, not just the initial ones. This means that you get that bonus on Flaming Sphere auto-damage (which is a bit over the top, but clearly the rules, and helps keep blaster wizards competitive), on Summon attack damage (unless it's static--and this is really important, as summons would be weak sauce without this), on Warlock self-damage or ally damage (oops) and rolled secondary damage, on Rain of Steel damage...as long as it's an Implement damage roll, you get to add your Implement; as long as it's a Weapon damage roll, you get to add your weapon.
