I can think of one non-silly reason for doing it; the Dex modifier on a d20 roll is only a tiny modifier on a huge randomiser, which dilutes the effect of a high attribute (seen most easily in a grapple contest between two warriors, one with 18 Str and one with 10 Str... the +4 advantage to the 18 Str guy can easily be overcome by a few bad rolls).
One way of handling that is to double the bonus... and because initiative only happens once per combat it is often subject to higher modifiers than stuff that can happen every round (which is why improved init gives a +4 bonus while weapon focus only gives +1)
I'm not saying whether I agree or not, just that there is a non-silly rationale that can be used.
