Am I missing something with this daily power? Our cleric got it last session and effectively is able to heal around 8hp (1+cha+healing lore) to everyone who is bloodied along with 1d6+cha to a decent amount of enemies. The weakness of the power is close burst one, but since you can move it 3 squares as a move action, and have it persist as a minor, it's relativly easy for the cleric to move the square into the majority of the enemies while the PCs move to end their turn within the burst.

The end effect is that the cleric often ends up doing more damage than anyone else (as he is often hitting multiple enemies each round with no save) while healing anyone who is bloodied each round (essentially meaning the DM has to concentrate multiple attacks on one person). Granted the combat we used this in involved multiple close enemies with no ranged attacks, and I imagine that ranged attacks would nullify most of this power, but overall it seems a little overpowered.

Have you tried comparing it to other level 5 daily powers?

Rain of Steel(fighter 5) can hit multiple enemies with no save for 2d6 or 1d12, moves with the fighter, and costs no action to sustain.

Hunger of Hadar(warlock 5) is the same size, is also sustain minor, does 2d10 per round without avoidance options, and can do another 1d6+con each round with a hit.

Stinking Cloud(wizard 5) is larger(burst 2), is also sustain minor, can be moved 6 squares with a move action(letting it keep up with many monsters), and does 1d10+int per round without avoidance options.

Consecrated Ground is awesomely powerful, but that doesn't mean it is overpowered. It seems to be pretty much in line with similar level 5 powers.
 

It is a top of the line level 5 daily... along with the other 3 mentioned.

Most of the rest of the daily powers compare very poorly to those powers.
