Consumptive field unfair?

Hello everybody I'm relatively new to the forum, and I think its a great place, but I have a wee query.
I was pondering, how would you as a DM treat this situation: a permanent emanation with the consumptive field (or greater) from Libris Mortis?
As a player I is just too good to pass over, but as a psuedo DM I recognise it as being broken, I was hoping there may be some kind of comprimise.

A couple of questions before answers.

Do you mean the lesser or greater version?

And with permanent, do you mean persistant spell or that Epic feat?

sorry for being so vague, but I was refering to the epic feat, but both the greater and lesser basically gives the same bonuses though.
